Charlotte County’s 45th Anniversary as Commission-Manager

Good morning honorable Chairman, Vice Chairman and Commissioners.

My name is Rob Duncan and I am the Managing Director of Imagine That Performance. I am here this morning on behalf of the Florida City and County Managers Association (or FCCMA), where I serve on the COMMUNICATIONS COMMITTEE. On behalf of FCCMA, we are privileged to present Charlotte County with a certificate celebrating 2021 as your 45th year as a Commission-Manager form
of government as recognized by the International City/County Management Association. On behalf of the officers, board of directors and membership of FCCMA we offer our sincere congratulations on this milestone achievement!

The commission-manager form of government was created to help separate administration from direct political influence and establish merit-based practices within local government. It is modeled after a corporation’s framework with voters (like stockholders) selecting a commission (like a board of directors) who in turn appoint an Administrator (like a CEO) to advise the commission and implement its actions through ordinances and policies.

Of the 67 Counties in the state of Florida, all but two operate in the CommissionManager form of government. Charlotte County is recognized as a champion of the Commission-Manager form of government; where you have a County Commission that works together in a professional manner to make decisions and establish
policies that are in the best interest of your stakeholders.

Charlotte County is fortunate to have a FCCMA member leading your organization in County Administrator Hector Flores. As most of you know, Mr. Flores has over 25 years of county government management and leadership experience right here in Charlotte County. Your Deputy County Administrator, Emily Lewis, and Assistant County Administrator Clarie Jubb are also FCCMA members. Their individual and combined experience and knowledge provide Charlotte County with a deep bench
of professional administrators.

Hector, Emily and Claire are all respected by professionals around the state and country as individuals who maintain the highest integrity and ethics. They are always willing to promote their community while helping others that may need assistance.

On behalf of FCCMA and all other Commission-Manager communities within our region and the state of Florida, we congratulate the Charlotte County on this milestone achievement of being a Commission-Manager community for 45 Years.

At this time I would like to present the Commission and County Administrator with this important certificate.
