Rob Duncan is an accomplished professional facilitator, organizational leader, and empathetic problem solver. He deeply understands the unique local government challenges and the significance of effective leadership.
Think Tank Formation
Founding Imagine That Performance, LLC in July 2020, Rob remains steadfast in his commitment to serving local governments. A true trailblazer, Rob established Virtual County Administrator and City Manager Think Tanks, professionally facilitating monthly sessions since August 2020. These gatherings provide a confidential platform for a diverse group of executives to explore innovative solutions and address challenges.
Local Government Experience
As the Interim Town Manager for Kenneth City from June 2022 through April 2023, Rob spearheaded critical initiatives and organizational deliverables including implementing a first program-based budget, securing professional services and acquisition of state appropriations and multiple grants to improve infrastructure. Rob’s consulting roles included Interim Management Services, Part-time Executive, Leadership Transition Teams and Continuous Improvement with various cities and counties, such as City of Temple Terrace, City of Deerfield Beach, City of Clearwater, and Pinellas County, have been transformative.
Rob began serving Florida Municipalities in 2013 as an Account Executive for ABM. In this role, he assisted local governments with mounting fiscal and infrastructure challenges as the cost of services continued to rise faster than their ability to raise revenue. The consultative approach required budget and expense analysis, coordination of facility assessments, root cause analysis of inefficiency along with the development and implementation of both technical and funding solutions. Success stories have been presented at the FCCMA Annual Conference and captured in multiple published articles.
The Path to Becoming an Executive
Rob was General Manager and Executive Vice President of Wholesale Energy from 2010-13, with full P&L and management responsibility for the small business with >$10M in annual revenue. He was hired to be a change agent and implemented necessary modifications to re-position the business for growth, including building a continuous improvement culture, formal business process creation, institution of hiring best practices, and implementing innovative technology.
Rob’s career began in engineering with Applied Materials, where he honed customer service and continuous improvement skills. In a very fast-paced and highly technical environment, he demonstrated problem-solving skills while traveling throughout the US and internationally to address critical and urgent customer problems. Rob was awarded multiple patents for designing solutions to complex product challenges.
