Interim Management
The municipality has lost — voluntarily or involuntarily — the City Manager or County Administrator. It could take six to nine months to find the right replacement, so someone is needed in the short-term to bridge that gap.

The process for identifying and placing an interim manager or administrator can be challenging for municipalities. Often, a sense of urgency exists to place an individual. This may create an emotional wake within an organization and a community, potentially causing the most available individual within the organization to be appointed rather than the right transition person to assist with the transition.
While there are going to be situations where an internal employee has been properly groomed to “take the reigns” to become the Interim County Administrator or City Manager, in many situations promoting the most available internal candidate creates a situation where the interim executive is “learning on the job.”
Promoting an internal candidate could also create a leadership void within the organization. The cascading effect of filling vacated positions could create opportunities for employees to grow, but could also lead to situations where great employees are thrust into situations they are not prepared for. Careful consideration must be made to ensure the municipality doesn’t accidentally weaken the organization while working to address a short term need.
