ARPA Funds for County Employee Mental Health Services
There have been many conversations regarding optimal usage of funds coming from the American Rescue Plan Act of 2021. Whether in County Commission Chambers at a public meeting or in a Town Hall discussion with the mayor, Cities and Counties alike are trying to maximize taxpayer benefits from this non-repeatable funding source.
ARPA has also been a recurring discussion item in the City Manager and County Administrator Think Tanks. One of our think tank participants is Phillip Smith-Hanes, County Administrator for Saline County in Kansas. They recently began a “Love Your Mental Health” campaign – offering to all county employees a CopeNotes subscription.
“Funded through the American Rescue Plan Act of 2021, Cope Notes’ implementation in Saline County comes at a time when the stressors and complications of adapting to COVID-19 have amplified the need for digital solutions that maintain consistent communication with individuals seeking preventative care, as well as those reluctant to engage with providers altogether.“

Employee wellness is an essential component of a strong Organizational Culture. Kudos to Saline County for funding this program focused on employees.
